Human Employment and Resource Training (Trust/NTA)
The Human Employment and Resource Training (HEART) Trust was established in 1982 and became the HEART Trust/National Training Agency in 1991. HEART Trust/NTA is financed through a compulsory 3% payroll deduction levied on qualified private sector firms. Donations are sometimes received from donor agencies to support the operations of the Trust.
The Trust is mandated to finance, develop and monitor employment-training programmes, assist in placing graduates seeking jobs and promote employment projects. The organisation also has the responsibility to deliver Technical and Vocational Education Training to individuals to provide and sustain a competent workforce.
The organisation is the facilitating and coordinating body for workforce development in Jamaica and provides access to training, as well as assessment services and certification of competence for working age Jamaicans. Career development and employment facilitation services are offered island-wide. Training is provided both in the workplace (Enterprise-Based), as well as through our 28 technical and vocational education training institutions and in over 100 TVET Community Based Training programmes (Institution Based).
